The headgasket idea is the worst way to lower compression. Not only does it reintroduce detonation that you are trying to avoid with lower compression by lessening the effectiveness of the quench zones, but it also is easier to blow out because of the larger surface area that detonation can destroy.
Well ultimately, the higher the c/r the higher the hp, period.
Thats why drag hondas can sometimes run 13.5:1 c/r with 20psi boost.
It all depends on the kind of gas your limited to, as well as great tuning
