That is true but a lower compression motor will take much more boost and eventually out power the higher compression motor that is boost/tuning limited. A high compression motor is ideal for low boost and a good engine management system tuned properly.

The headgasket idea is the worst way to lower compression. Not only does it reintroduce detonation that you are trying to avoid with lower compression by lessening the effectiveness of the quench zones, but it also is easier to blow out because of the larger surface area that detonation can destroy.
