Better Gas mileage: Maybe, maybe not. To get into the 12's he's going to need a good amount of boost, which means more fuel.

He can modify it without voiding a warranty to go 12's: Negative
It will beat my Mustang GT: Depends on mods ( I know SC, but how many PSI)
It handles better: true
It is cheaper to fix when it breaks: Dunno
A t3/T4 Turbo Civic will smoke a supercharged Mustang GT: Again depends on how much boost each are running, and the distance.
No payments: okay.
Cheaper insurance: Not if he gets a SI (most stolen honda)
Better in the winter (he has a jeep too) (depends more on tires)
