I agree with Kai, swap in the zc, (unless you got the $$$ to drop in a b series)get some nice'n light 15's or 16's and some bolt-ons. The zc is the easier/cheaper swap and it will get you the times you want very easily. My friends zc crx beat a civic with a b16 in the 1/8th, then the civic took him by half his car in the 1/4 mile. I don't know what bolt-ons, etc., the civic had, but the crx only has a cold air intake, header, and a 2.25 straight pipe with the stock muffler.
