I live in washington too and in the past year ive been pulled over 9 times 3 illegally mounted license plate, 3 speeding, 2 illegal exhaust/ illegal headlights, 1 suspicious vehicle and i have yet to get a ticket...all of my friends get pissed cuz everytime i recieve a warning and they always get tickets
