I would go with 1200 grid sand paper. Apply a masking tape around a damaged spot. This way you won't scratch paint around it. Sand it and pour water at the same time.
Don't sand it too much, just remove a very thin layer. After that go with rubbing compound. This should work only if paint isn't damaged all way through.
