ok first off, YIKES.

Nope, a seized engine will not turn over, so it's a little good news.
have you checked compression?
spark? fuel?


check for spark by pulling out one of the plugs and putting it into the plug wire and lieing it on the valve cover. Crank the starter and you should see a nice bright whitish blue spark.

a really crude way to check compression is to pull the plugs but leave one in then crank over the engine. It should lope, do so with each cylinder. It's a really a long way from accurate but it checks to make sure you have at least some compression.

checking fuel, the easiest way is to crack open the fuel filter bolt and spray fuel all over the engine bay. Wrapping a rag around the lower part of the bolt helps a lot.

Does your fuel pump run when you first turn on the key? it should corespond with the check engine light before you start the car. (that humming sound is the fuel pump running)
