There is a recall on the ignition switch in ALL accords 98-00. Go to honda.com owners link too see the specifics but it has probably not been done on your car. your problems are the perfect example of what happens. There is too much current flowing through the switch. Honda will replace it with a better one.

Evap system leak may cause it to run rough or not idle well (possible vacuum leak) but would not cause a stall.
