Around here if you pass on the right-hand side when someone's making a left turn, even when there's enough shoulder, you'll get a ticket.

Say whatever you want, passing on a double-yellow or on the shoulder will fail you on a driving test and get you tickets. It's not safe or legal no matter how clear it is, but I've done both. I never do it now that I'm 33 versus when I was 21. I'd do it again if I were bleeding or had a better reason. When you're tired, you tend to have bad judgment behind the wheel.
