Not entirely.

IE isn't one of the biggest security flawed products ever just because it's popular. It's got a very poor design and structure.

Plus, one of the benefits that FF has is that it's source is open. Anyone can freely download the code that it's made from to look for flaws that way. You can't do that with IE and yet IE still has more flaws than FF.
