each window has it's own fuse... make sure there isn't anything wrong there first.
under-dash fusebox;
#11(20A) - drivers window
#10(20A) - passenger's window

also, it sounds silly but make sure that the window lock out isn't switched. Without that on the passenger's window will not work for either switch.
