Default Emission Test Results

Living in CA. I need to do a BAR inspection on my hybrid. Numbers ran during pretest are:

15MPH : 1895 RPM 15.2% CO2 0.1 02. || HC 89|90 Passed || C0 .08|.54 Passed || NO 492|711 Passed

25MPH : 2307 RPM 15.2% C02 0.1 02. || HC 54|56 Passed || C0 .07|.53 Passed || NO 387|754 Passed

I passed visual except for ignition timing test on the functional. That can probably be fixed by advancing/retarding.

What can I do to bring down the HC and CO numbers? The numbers were borderline, I dont want to fail during the real testing. HC was probably high b/c the temperature was around 40 degrees and the catylitic convertor was probably not warmed up enough yet. Will new plugs, wires, filters help any at all? I need to schedule a BAR inspection for my sticker soon...registration is coming up....trying to get the car ready for the test. Thanks for any input.
