Default SeaFoam Usage

I was at the auto parts store last night picking up a few things and I picked up a bottle of seafoam. I was reading the things on the bottle, and it tells you to use 1 and half oz for each qt of oil and i think 1 oz for each gal of gas.

I know it sounds kind of dumb, but there was no instructions and I wanted to ask about it. I just add the sea foam to the gas tank and to the oil?
Now the even dumber question - Do I put it in the old oil, let the car run for a while, and THEN change the oil? I know that's how you use cleaners, but I've heard seafoam being discussed in engine additive threads, and I know those go in with the new oil. That's whats causing my confussion.

How do I use this stuff??
