Call the tire manufacturer, also if you talk to Honda forcefully they will do something. Explain to them in curt words that it is their issue and if you get into an accident as a result it will be a worse issue. I've had bubbling issues on my BF Goodrich Excentias and they were replaced. Walmart wouldn't replace them at first, I just called BFG and told them and it got taken care of the next day.
