By looking at it you can see all of the little indentations made by the spot welder. I used a chisle and knocked off the core support. I ended up just drilling holes and mounting the core with self tapping screws. Not very strong I'm sure.

Not sure what the drill is actually called. But you could probably use a larger drill bit and center it in the spot-just go deep enough to release the panel.
