Because the teg axles are not built to handle the torque numbers that the h22 can put out. If you want to baby the car they are ok but if you are planning on racing the car or doing any other modifications to it you are going to have to upgrade anyway. Even if you get the 92-93 GSR axles they are only made to handle 170 hp and not nearly as much torque. Also the axle shafts are not the right size. They are pretty close but you will have a problem like I did with the tranny slipping out of gear in 5th due to the incorrect input shaft length (plus they don't have the retaining clips that the prelude tranny is designed to use) Also if you start upping the HP you will go through axles like I did. It's my opinion but if you are going to spend the money to do the swap why not spend a little extra to do it right the first time.
