Default SCCA Solo II

I have a question about the rules for the Street Prepared. Why don't they allow side skirts? On the next class up they do. What difference does it make? I kind of understand length or extrusion limits but I don't see the performance gain. And what the hell is a movable side skirt. I guess these are general rules because I am pretty sure that the F1 cars have adjustable skirts that direct airflow for stability. I can just see some scmuck with a home made adjustable side skirt and adjustable aluminum wing. But anyway, my concern is not to be put in the higher Street Modified just because of some simple cosmetics. I should fit in the Street Prepared.

Thanks....
