Yes it was reasonable and prudent speeds to be judged by the officer. Daytime ticket for speeding on limited roads was $5 excessive fuel consumption payable on the spot and no record of it. At night all fines returned to normal.
I have done 100 or so across the freeway in Montana and never had a problem passing a cop, but if you were doing it in a beater with a bald tire you get a ticket.
Montana has reinstated that law and removed it several times due to federal highway funding being pulled if they didn't.
