the main problem with smogging an obd2 h22 swap is the ECU. you need a USDM ECU to pass smog and the only obd2 ECUs that dont have the immobilizer shit is the USDM 96 p13 and the JDM p5p, but you cant use the JDM one cuz the smog scanner wont read it. the problem is that your car is a 97 and the ECU is a 96 p13 and it wont be in their(Smog station's) 97 and up service manual.

but everyone just goes around this by finding a shady smog test only center that will take $$$ under the table.
