Once again it depends on the turbo trim. There are several different sizes of t-3 turbo's and each one flows differently. The larger the turbo trim the more cfm it flows, the more cfm the more power it's going to make.
I cant tell you that you can run 15psi and be true, but thats only if your running a small t-3. Say your running a large t-3 that same statement could now be false because 15psi with a larger turbo may = 350whp, Which is more then the stock motor can handle safely. While 15psi on a small t-3 could only be 300whp.
T-3 or t3t4 or even t4 is NOT a turbo size, it's a family of turbo's with a bunch of different specs.
I'll say it one more time, your engine can safely handle about 300whp, I'd keep it about 280whp for a safety margin.
