Default Password protecting on XP home

Well, my friend moved into a new dorm and her roomate has a friend that likes to go on my friend's computer (it's a nice, new dell and well, her friend has an eMac so you can imagine why...).

But the fuggor adjusts the settings like WHOA. I went on it and said "oh is this this the blind people's PC?" fdjksaj;fds ass. Now she has her username password protected but not the other one. Is there anyway she can password protect it, and if no password/wrong password is put in, it will shut off?
