Yeah. Check with the Prelude forum for details, since that's what the engine probably came from.

Below a certain rpm it's better with it closed, so a valve applies vacuum to that thing to pull the butterflies closed. At higher rpm it opens up. Leave it disconnected & it's open all the time, so low-end torque suffers a bit.
