Lots of people on this board will agree that the only way to make power with these cars short of doing internals or swaps is to boost them or spray them. You will barely feel the bolt-ons, but you WILL hear them. So if you want a loud slow car, stick with bolt-ons on a factory motor. There's not a ton of power to be unlocked from one of these engines with bolt-ons.
NA setups require displacement if you want to make power, so I personally wouldn't try it with a D-series.
