youre probably explaining what your particular insurance plan covers for you, but i dont think you understand the terms.

collision coverage is specifically the coverage for the insured's car (your car).
property damage is specifically the coverage for the other partys car (the other guy).
collision coverage is not "mandatory" to have by law, because again, its the coverage for your own if it happens to be your fault. thats why ur insurance co. will pay for the other guys car if its ur fault because that part of the policy is required by law...not because u do or dont have collision.

if i were you, id double check the fine print regarding your "hit n run" coverage on ur policy.
