Well have a look at this, i asked a friend for a little help and this is what he said:
I always run into people that like to debate this issue. Many people arent aware that big businesses operate on a quarter system in which new products debut at the beginning of these quarters. In Japan the last quarter is when many new cars debut. because in japan most people recieve a yearly bonus which is equal to about two months salary. many cars are debuted for this sole reason. which is at the end of the year. So in order to sell a 96 spec itr you would debut it and it would be available at the begining of the last quarter (95) Ill check the dates just to be sure...
I dont think everyone will be able to read this but this page shows ITRs with the year H7 which means Heisei 7th year = 1995 H8 would be 96 and so on

This is obviously a jap site and there are many 1995s being advertised for sale here
So i think this finally proves that there is in fact jdm itr 95s!!
If they were regestered in 95 they existed in 95 there for they are 95s
