it was a very poor choice and it was insensitive. he shouldve known better, he made a mistake, he's human. we all do dumb stuff every now and then. he shouldve realized that he isnt a regular citizen and his actions will be scrutinized and it will have bigger and more publisized consequences . it wouldve been better if he had a more personal public apology though.

:edit: like dave said, it's probably just harry trying to be rebellious. though not in the smartest way.
