brake fluid. Find a shallow pan, buy a big jug of cheapo brake fluid, and soak the valve cover overnite. Then just scrape it clean with a scrub brush, or whatever you prefer to use.

Wash it VERY VERY WELL once you get it clean of the original paint, as brake fluid will eat paint like nothing else you ever saw before.
