And yeah, swapping a H22 isn't terribly difficult..it just has a fair bit of fabrication involved. The main issue will be retrofitting the cable-type shifter mechanism to the DC chassis (which originally uses a rod-type shifter).

Certainly doable. Hasport would be a good firm to check out if you're considering this.

And as far as weight goes, I think Ground Control makes a spring set specifically for the EG Civic with an H22 swap...using stiffer springs in front to counter the weight issue. With a larger rear sway bar and proper camber, you could still make an H22/ DC handle properly.
