FMU and Hondata/Uberdata are like apples and oranges - FYI.
An FMU is a mechanical way of having a raising rate fuel pressure while Hondata/Uberdata controls your fuel from within the ECU programming.
I think we're going too extreme with the things you need for just 200whp. The T28 will spool much more quickly and run more efficiently on that motor than a T3/T4, especially if you're going down to 9:1.
As for piping, 3" is overkill. It will help greatly with your spooling and your high end, but it will KILL your low end, especially if you opt for a T3/T4. I make almost 400 whp and I run 2.5" piping.

I also seriously doubt you will need to hit 15 psi to make over 200whp. My buddy Andy (formerly SleeperCivicEX) made 220whp (I think) on a completely stock D16Y8 with a Greddy turbo kit (T28 or TD04 I think), RC 440's, VAFC, and Greddy ProfecB Spec Boost controller at 11psi.
