Well there are a lot of options that you have with this. With both turbos you will be able to push over 200whp, let alone 200hp.

The T3/T4 will give you a higher ceiling for the amount of whp you will be able to run, along with the amount of cfm going into the motor, depending on the trim of the turbo.

As for bore size, I would have it bored out to a +0.020 over (75.5mm). Sleeving will help your block with the pressure from the boost, and it will be much more reliable that posts or a block guard.

9.1 CR for that engine would be great, plus it will give you some more flexibility on your tune and the gas you run. 10.1 CR Pistons will give you more power, but you will have to have a better tune and make sure that the gas you use is above 93 octane.

You will also need bigger injectors, probably a new fuel pump, an high flow fuel filter, and a FMU, like Hondata, Uberdata, or AFC hack. This will also cost money to get tuned, but well worth it.

Also in your situation, I would use 3" piping for all you pipes, and make sure you have a hi flow cat and hi flow 3" exhaust.

Now since every setup and tune is different, I will not quote and exact number on whp, but I would guess at 15 psi with a t3/t4 you would push between 265-280 whp, maybe more depending on tune.

Let us know if you have any more comments and we will see if we can help you out.
