Are you talking about serial numbers, or armrest numbers?
Serial numbers are assigned sequentially for all Integras in the US market, so ITRs are interspersed with all other numbers.
As for the armrest numbers... what about them? Yes, there are major gaps in the armrest numbers - for example, there are none for 1997 in the 400's, but there are a few in the low 500's. Why? They skipped a bunch. No one ever claimed that the armrest numbers are assigned sequentially. Heck, there are armrest numbers higher than 4000 in Europe, but we all know that there are far fewer ITRs running around Europe than there are in North America.
Go ahead and believe whatever you want...

In the meantime, the numbers provided by Acura (the people who work for the company that made and sold the cars) are consistent with numbers mentioned in the press, and with all observable empirical evidence (such as numbers in the registry when you account for the gaps in armrest numbers, and distribution of colors at ITR Expos, just to name a couple of sources).
