No good. Soon the body will start decompossing and will break off from where the cement stopped and float to the surface, thus exposing your plan.
Thats why you rol the body in chain link and seal the ends of it as well as tying the links with locks or strong metal. Then you weight the entire roll with cement blocks. By the time it is found the fish will have eaten more than enough to obscure any possible identity.
Oh yeah you have to remember to break out all the teeth just in case.
