according to ALLdata that I have at work, anything over 190 is acceptable for a dry compression test. The numbers will always be better during a wet test, even if you have brand new rings because the oil with seal it that much better. I would also try a leak down test if you have access to the equipment.
it has nothing to do with peak numbers it has to do with how close the numbers are to each other. IMO cylinder 4 is shot
