1) No you don't need a special ECU
2) They'll do the tuning, unless you insist you have the knowledge and confidence to do it yourself.

I wouldn't recommend doing this unless your car is worked over pretty well and has parts that would compliment from tuning. If you insist on knowing what your car makes to the wheels, do a baseline run.
