Nope a Strut Bar is the bar that connects from the shock towers and over the engine, when you lift the the hood you can see it.

A sway connects to each side of the suspension through some busing and helps the car when cornering and effectivly increase's the front spring rate. Add a Front sway to a FWD car you will probably incrase its tendency to plow through a corner, however it will probably transision quicker so in stock class some people perer the quick trasitions they get from a bigger sway.
