I had the same problem..my fans wouldn't turn on..i replaced the themostat and temp sensor and it still didn't work..finally i took a paper clip and put it into the fan switch plug and the fans turned on..so it turned out to be the fan switch...try rigging your fan switch and see if they turn on..you might want to also replace your termostat and flush your radiator..that will also help in cooling efficiency.
