your vtec is def not engaging, since 6500 is the fuel cut off in limp mode, and i think you are def. in limp mode. why? i'm not sure, but i'm gonna guess that it's an ECU issue. i'm not sure the p13 auto ECU will work with a h22. know anyone with a p13 manual ecu? even a P72?

also, do you have access to a CEL scanner? sometimes they CEL is throwing a code even if it's not lighting up, so that might give you some insight.

IIRC, the JDM dist. is an internal coil. I don't know anything about the h23 distributor.
