Previous owner probably took the thermostat out to "cure" an overheating problem from the fan not coming on. There may be a relay for the fan, or the switch should be located near the radiator (probably the switch though because of the AC making it work). You'll probably get some better gas mileage with the temp up to normal. You may want to check the condition of the plugs after you fix the fan problem.
