Well I just looked on the back of my delinquence slip from the franchise tax board. I called a number on the back that is listed to call if payment has been made, and it told me to call another number, which told me to call another number. I ended up calling the franchise tax board, and said I had mailed my payment to the DMV 3 weeks ago, but I didn't see the check clear my account yet. The queerish man told me to wait a week and then call back and see what we can do, and at this point there is no collections on my account. He said that next week I should also call the DMV to see what's up with my check.
