Am I geting a good deal? Or should I look around more? I really needed tires and decent tires were going to run me about 3-400, and I figured I would go with some nice wheels that have tires that are currently better than the ones I have, and get 2 new tires when the ones on there are toast. Does this sound like a good plan? the guy wants 300$, and my friend said he wil prob take 250-280 if I just gave it to him on the spot. So what do you think?
Oh, forgot to ask one more question, what exacily will happen to my car when I put these wheels on? What will change? As far as gas mileage, hide height, acceleration and speed?

If you could find out what the offset is exactly (if it is in fact +40) then it would be beneficial if you got a set of 205/45/16 tires. It wouldn't be that much off from the overall diameter of the stock tire, plus it'll give that extra "meat" to save your wheels from bending when hitting road imperfections (due to the bigger sidewall as opposed to the 205/40/16 tire).
Ride shouldn't be any different from what you have now, plus you'll have the benefit of a better steering response.
