Those Tokico blues are a fairly softly tuned damper, so I'd be sure to give them plenty of travel. I'd limit your lowering to 2 inches even - otherwise you'll be thwacking off of your bumpstops on potholes and whatnot.

Secondly, you absolutely must get a proper alignment done if you want your tires to last more than a few thousand miles. And it sounds to me like the wheels will need balancing as well. You mentioned problems with high speed stability... were the wheels and tires balanced when they were mounted?
If the wheel is vibrating at high speed, it's likely an imbalance in the wheel. Do not ignore the problem as it can lead to many other serious issues.

An aftermarket anti-roll bar will certainly help reduce body roll and tighten lateral body control...which may be enough to end your rubbing issues in corners. If it persists, there is the time-honored tradition of "rolling the fenders" with a baseball bat. But that's another story.
