my 98 Civic has same problem recently , I did the research on internet, there are few hondas has same problem, which is cold weather the torque converter will not lock up, it is about 10F now here in Canada, my civic torque converter not lockup at all, when it was above 40 it can lock up some time... looks like some kind of sensor problem..
