Timing issue:
The crank pulley ought to be oriented so the mark on the middle section of the timing cover is aligned with the white mark on the pulley.
If the guys who changed the belt didn't even bother to reset the timing, then I'd worry about the condition of the water pump and tensioner. If the tensioner fails or the pump seizes, then the timing belt will fail and you'll be fuxored. Unless you have material evidence to the contrary, I'd replace the tensioner and pump as well.
Sparkplugs:
How far were you able to unscrew the plugs before they snapped? In most cases, a good machine shop should be able to drill out the snapped plug and if needed, insert a Heli-Coil to repair the damage to the threads. I had a similar problem with my GTi a few years back, and the whole repair cost less than $150. (I did have to remove and reinstall the head, but it wasn't too bad..)
So best of luck, be conservative and thorough...and presuming you're getting good compression numbers, your B18A1 will run strong for quite a long time.
