That's what too far retarded ignition timing could cause, or extra fuel. Vacuum hoses being routed incorrectly could cause a rich condition, because fuel pressure is vacuum controlled. When the vacuum hose is disconnected from the FPR, the fuel pressure goes up. I had an old prelude back in the day that had the engine replaced, and the shop hooked up the vacuum hoses wrong somehow. The car would bog like crazy and ran super rich.
