My mom's live in boyfriend is the same way. In the summer we sweat to death and in the winter we freeze to death. My room is always the opposite from teh rest of the house...meaning, right now, it's freezing up here, but walk out into the hallway and it's warmer. In the summer, my room is ALWAYS the hottest. So because of that, my mom changes the thermostat to try to keep me warm or cold...and he bitches. I get snapped at if i forget to turn a light off when i walk out of the room, or if i have a light on during the day. You know, cuz i'm sure that's just breakin his wallet.
And the fact that WiLL said they haven't had that heat on in decades is a good reason not to turn it on before they clean the vents and ducts out. Especially if anyone in the house has allergies or asthma.
