its not directly caused by the large amounts of testosterone. the body will sense elevated levels of testosterone in the body and compensate by slowing down testosterone production (balls shrink), and upping the estrogen production (tits grow).
that is why if you cycle steroids and give your body a chance to recuperate after each cycle, there will be little to no ball shrinkage or breast enlargement.
