Only if your stock springs are sagging, which is possible on an older car. The only way to raise it would be aftermarket coilovers, the ~4 inch adjustability range on them maxes out at about one inch over stock.

Depends on the tire sizing... you'll usually gain a couple inches of overall diameter when going to 17's which would require lowering the car to compensate.
