and even in starving people, their body fat percentage is probably a lot higher than that because when people are starving, the body stores as much fat as possible and starts to atrophe its own muscles for energy.
this was back in highschool. I was biking 300miles on average a week. most hardcore roadies have very low body fat.
When I had it measured after college it was around 8% (a bit below).
also what you are talking about is the beginning stages of starvation. as it progresses the body burns of all the fat. this is why their eyes are sunken, due to the loss of fat around the eye socket.
