For '95 that stuff is pictured in the middle, I'm not sure I understand exactly where it's located on the head...
The VTEC pressure switch is #13, it unscrews & has an O-ring, #21.
The VTEC solenoid has a gasket #12 under it's triangle flange.
The spool valve assembly bolts to the head, with a gasket #10. This gasket has a screen that gets dirty.
You should be able to just unbolt that stuff, clean it, & put it back with new gaskets.
