instead of using photoshop you can use Paint and just click on Image on the top and then click on stretch/skew and when the window comes up there are going to be some figures. the two percentages on the top are the ones you can resize the picture with. like they are at 100% and you can type in like 50% and it will decrease the size. just make sure you dont save it if you mess up and make the pic too small.
